... is an experienced consultant and creative problem solver with significant experience in workforce development, strategic planning, workshop facilitation, team development and change management. She has over 25 years’ experience as a public sector human capital advisor with responsibility for strategic HCM program direction and management solutions. Ms. Babcock-Daley has significant expertise in design and structure of strategic policies and processes and extensive experience in planning and directing talent management programs for Fairfax County Government, one of the largest local governments in the country. Her most notable accomplishment is creating a comprehensive workforce planning program for the County, successfully integrating the Departments’ business strategy with HR workforce strategy and practices. She also has also provided senior HR consulting services to a local quasi-governmental organization for the last nine years focused on human capital strategy, HR policy development, employment, employee relations, and compliance with federal regulations.
Ms. Babcock-Daley is a Certified Compensation Professional (CCP) through World at Work; served on the Board for Washington Area Compensation & Benefits Association; held the offices of Chair, Compensation & Benefits Survey; Vice-President, President and Past-President of the Local Government Personnel Association; and is a current member of World at Work, WACABA, IPMA-VA, and SHRM. She has been recognized by both Fairfax County and Montgomery County, Md. with Outstanding Performance Awards. She published a “Case Study: HR as Workforce Planning Consultants,” IPMA-HR NEWS, January 2005. Ms. Babcock-Daley has a BS from the University of Maryland and MPA coursework from George Mason University. She resides in Annandale, Va.
